The Richmond Select Board on Nov. 3 appointed Matt Stein as the town's energy coordinator to complete a one-year term ending in May 2026 and approved two contracts aimed at managing and planning work at the town center.
Matt Stein, who said he works as a Department of Energy contractor and described roughly 10 years in energy work, told the board he is "kind of an energy nerd" and is familiar with tools such as Energy Star Portfolio Manager. Former energy coordinator Jeff summarized the role's duties — benchmarking, grant applications and energy analyses — and offered to mentor Stein.
"I'm kind of an energy nerd," Stein said. After discussion, Caitlyn moved to appoint Stein; David seconded and the appointment passed by voice vote.
The board also appointed Chelsea Brooks to the Planning Commission (term ending 2028) after Brooks described her work on the town plan steering committee.
On facilities, the board awarded a one-year property-management contract to Cahill Mountain Properties for the town-center building, with a recommended structure of a $1,040 monthly retainer (covering 16 hours) and $65 per hour for time beyond 16 hours; the board noted provisions such as a 10% markup for subs and the need for contract oversight. The motion specified funds to come from the town center and library reserve fund.
Separately, the board approved a fixed-price phase-one contract with Collier's Project Leaders for project-management services to develop plans and deliverables for capital improvements at the town center; phase one was presented as a $108,000 fixed fee to produce the planning materials and to get the town to a bond-vote-ready proposal.
Board members said they expect contract language to include oversight, not-to-exceed limits and clauses for renewal or termination; final contract details will be reviewed by staff and brought back if needed.
