At the Dec. 2 Statham City Council meeting staff delivered routine departmental reports and the council heard three citizen comments before adjourning.
Finance staff presented a preliminary financial report through Nov. 30: the fiscal year is about 42% complete with 33% of total revenues received; tax revenues were pacing at roughly 41% of the annual budget and licenses/permits lagged at 23% (staff noted building permits slow in winter). Utility fund revenues were reported at 70% of budget (attributable to unexpected sewer capacity sales and water taps), and overall general fund expenditures were about 36% of budget year‑to‑date. Staff cautioned that some apparent surpluses in inspections and code enforcement reflect invoice timing.
The police report listed November activity (447 area checks, 136 incidents, 13 accidents, 25 arrests, 161 traffic stops, 69 citations, 101 reports) and noted department participation in Veterans Day and recent holiday events.
Public Works reviewed work on EPD water reporting, utility relocation plans (Barber Creek/Craft area), an insert valve installed on First Street, hydrant replacement at Atlanta Highway/Price Street, pothole repairs and quotes for work at Robert Bridges and Hillman community centers.
Library representative Janet Williams reported October statistics (4,595 circulation; 2,604 visitors; 44 new patrons; 405 event participants; 2,948 computer sessions) and said passport services and a Grinch event drew nearly 500 people.
During citizen comments, Michelle Smith asked about continuity of the event committee after the current leader departs and suggested newsletters and small recurring events; Kurt Bogenitrider requested city follow‑up on a hazardous tree on city property; Jason Black introduced himself as a candidate for State Senate District 47; and Naomi George, chief court clerk, sought clarification on the handbook phrase "with or without cause," to which staff responded about Georgia's at‑will employment rules and exit/clearing procedures.
The council adjourned at the close of citizen comments.
