Statham City heard a proposal Dec. 2 from public works staff and engineering firm EMI to update the city’s water and sewer construction specifications and details.
Public Works Director Brett said the city’s water system construction details date to 2001 and the city currently has no formal sewer construction details. EMI’s proposal would produce updated standards to meet Environmental Protection Division (EPD) and state requirements and give the city precise construction specifications (pipe types, depths, manufacturer recommendations, etc.) to apply when approving developer or public works plans. EMI proposed completing the scope at an hourly rate capped at $10,000, according to staff.
Staff explained that once prepared and adopted by the city, the standards would be submitted to the EPD; EPD approval or delegation would allow the city to review and approve sewer plans directly. Council members asked whether the standards require periodic updating; staff said routine updates are recommended to reflect changes in EPD rules and manufacturers’ guidance.
Public works staff said the standards will apply to new construction, replacements and developer-installed systems across the city. No commitment to immediate adoption was recorded; staff will circulate the EMI proposal and related materials for council review and possible future action.
