Council adopts Resolution 1879 updating Parks and cemetery fees and applying CPI adjustment to school impact fee

The Enumclaw City Council approved Resolution 1879 to update multiple fee schedules, including Parks Department program fees, cemetery pricing and a CPI-based adjustment to the school impact fee.
Parks Director Alina Hibbs described two fee proposals: a new two-day-a-week swim-team option to provide a lower-cost alternative and changes to cemetery pricing driven by reduced available lots and higher operations/maintenance costs. "Our 3 day a week program is $276 for 3 days a week. We're recommending a 2 day a week option ... to incorporate a more affordable option for our participants," Hibbs told council. Staff also explained detailed changes for mausoleum alcove niches where most other niches are sold out.
Chris (staff) presented a 3.1% CPI-based adjustment to the school impact fee, based on the Consumer Price Index for urban consumers in the Seattle-Tacoma-Bellevue area, and said the adjustment was already implemented April 1 to align permits and paperwork. An email from Kyle Fletcher (school district director of business operations) expressing concern that the city had not adopted the district’s calculated impact fee was noted; staff replied that the CPI adjustment used the council-approved formula and that any deviation would be considered after the district finalizes its capital facilities plan.
Council moved, seconded and approved Resolution 1879 by voice vote. The fee adjustments include specific cemetery pricing updates (infant lots, cremation garden lots and alcove niches) and the automatic CPI school-impact fee change (3.1%). Staff noted that some cemetery board and committee steps were bypassed to avoid penalizing Weeks Funeral Home due to quorum issues; council accepted that explanation and approved the resolution.
The resolution takes effect per the published effective date in the resolution; staff will continue coordination with the school district on long-term impact fee policy.
