Mayor pushes narrowly scoped resolution to fix PTO drafting error in personnel policy

The mayor told the council that a drafting error in the personnel policy approved Dec. 16 left a clause — “except for department heads” — in the final text, a provision that had the unintended effect of eliminating PTO accrual for department heads. The error was discovered after the meeting and was reported to the council by former council member Bogen Rider; the mayor said she filed a veto within the required time frame and has prepared a narrowly focused resolution to delete the single clause.
A staff presenter explained the history: competing drafts circulated in the days before the Dec. 16 vote and language intended for a separate accrual table was mistakenly left in the version that passed. The resolution under consideration addresses only that typographical error; other policy issues will be reviewed later by the personnel committee.
Public commenters at the meeting criticized the speed at which the handbook was advanced and urged more thorough review. Resident Joe Piper said the handbook debate should have been tabled rather than acted on when substantial concerns were presented late in the process. Rudy Krauss and Denny Adams also urged greater care and transparency in personnel-related decisions.
The mayor said she will call a meeting of the personnel committee and asked Frank Bernett and Joshua Barton to serve as council representatives for the review.
