Council tables awarding street-reconstruction bid after water-main coordination concerns

The Bristol Town Council on June 5 opened two bids for a Community Crossings grant project but decided to delay awarding the work after learning a contractor may need to remobilize when water-main replacement is required.
Town manager Mike Yoder read bid amounts: one low bid from Reath Riley at about $474,886 and a Niblock bid at $527,962. Council members questioned whether the bid documents required contractors to deconstruct streets down to subgrade, pause for utility replacements and then return to finish resurfacing.
Consultants and staff said the water-main replacement was linked to the project scope but that language about remobilization and scheduling had not been explicit in the packet for one bidder. Mark (staff) and others advised that the fair course was to alert the apparent low bidder and allow them to confirm pricing given the extra mobilization.
"I'm going to make a motion that we table this award until you've had a chance to communicate with Reef Riley and let them make them aware to see if that see if it impacts their bid in any way, shape, or form," said a council member as the motion was made, seconded and approved on a voice/roll-call vote. The motion passed with Doug Smith, Kathy Burke, Greg Dolski and Jeff Beach recorded as voting yes.
Council directed staff to notify the bidders, confirm mobilization requirements and return with any impacts to price or schedule before awarding the contract. No final contract award was made at the meeting.
