Steve Christiansen of BCNY Architecture said the proposal is a change of tenancy and that the building's square footage will not change; the additional seats arise from a different interior layout. "The parking requirement has not changed, because the square footage is staying the same," Christiansen said. Staff noted the prior Pizza Hut operation required a special permit and that adding seats triggers a need for a new special permit.
Board members questioned how the nearby parking deck and on-street spaces would be used and whether the upper-deck parking is effectively available; staff said the garage immediately above the site provides proximate parking and that aerial observations indicate underuse in many periods. The applicant was added to the May 7 public-hearing calendar and will receive instructions about mailing notices and a physical sign for the property.
Next steps: Applicant to prepare public-notice materials and any additional documentation requested; the public hearing will take place May 7 and may be adjourned if building-inspector or applicant materials require further review.
