The Fernandina Beach City Commission voted 5–0 on May 20 to approve Resolution 2025-84, authorizing a $215,005.20 work order to Passaro and Associates under the city's continuing services agreement for work related to the conversion of fields at Ybor Alvarez.
City staff explained that the work order covers tasks required to fulfill environmental-assessment requirements tied to grant funding and that the assessment is expected to take roughly a year. Staff said they are coordinating with the Florida Department of Environmental Protection and the National Park Service, and noted the city has also sought assistance from a local congressional office to help expedite interagency coordination in Washington, D.C.
Commissioners asked staff who was managing federal coordination; staff said Ms. Jacobs is the point person with DEP and that DEP had forwarded materials to the National Park Service. A commissioner asked about funding; staff confirmed the $215,005.20 work order would be paid from the airport/enterprise fund.
A motion to approve the work order was made and seconded; Clerk Best called the roll and the vote was recorded as five yeses. Staff reiterated that the environmental assessment and associated agency reviews will proceed while staff continues to work out details with the National Park Service, DEP and the FAA.
