Hopkins Charter Commission directs staff to place two charter amendments on next general election ballot

The Hopkins Charter Commission on Feb. 18, 2025, directed staff to prepare resolutions to place two charter amendments — a municipal election amendment and a change to the mayor’s term — on the ballot at the next general election. The motions passed unanimously, 8-0, with Commissioners Hanneman, Schady and White recorded as absent.
The meeting opened at 5:30 p.m. in the Raspberry Room at Hopkins City Hall. After approving the Nov. 20, 2024, meeting minutes on a voice/tally vote (Ayes: 8, Nays: 0), the commission took up Old Business item 3.1, a review of next steps for Chapters 2 and 4 of the 2024 charter amendments.
City Attorney Riggs outlined options following the City Council’s action in January. Commissioners discussed the municipal election amendment and expressed support for advancing it to the ballot, citing projected cost savings and election efficiencies. Commissioner Dunn moved to direct staff to prepare a resolution to bring the municipal election amendment to voters; Commissioner Maurer seconded. The motion carried, Ayes: 8, Nays: 0; absent: Hanneman, Schady, White.
The commission then reviewed options for a mayor’s term amendment. Commissioners noted that both the commission and the City Council had previously voted twice with a majority in favor of the change and again favored placing the amendment on the ballot. Chair Lenz moved to direct staff to prepare a resolution to bring the mayor’s term amendment to voters; Commissioner Johnson seconded. The motion carried, Ayes: 8, Nays: 0; absent: Hanneman, Schady, White.
City Clerk Amy Domeier and City Attorney Riggs were instructed to work together to draft the resolutions for return to the Charter Commission. Commissioners anticipated the next meeting would occur in March or early April to review the prepared resolutions.
The meeting was adjourned at 6:00 p.m. on a motion by Commissioner Gadd, seconded by Commissioner Shirley; the vote was Ayes: 8, Nays: 0, Absent: Hanneman, Schady, White.
