Benton County supervisors adopt FY27 appropriations, interfund transfers and bank limits

The Benton County Board of Supervisors unanimously approved a suite of fiscal resolutions on June 16 that set the county’s spending authorities, interfund transfers and bank depository limits for fiscal year 2027.
The board adopted Resolution No. 26‑53, which itemizes departmental appropriations for the year beginning July 1, 2026. The total amount listed in the resolution is $42,766,124.74. The resolution also authorizes the auditor to establish separate accounts for those appropriations and to report account status quarterly.
In closely related fiscal actions the board approved Resolution No. 26‑52, authorizing interfund operating transfers for FY2026‑2027 under Iowa Code 331.432. The resolution sets maximum transfers including $260,216 from the General Basic fund to Secondary Roads and $3,005,000 from Rural Services Basic to Secondary Roads, and directs the auditor to make quarterly transfers during the fiscal year. Earlier, the board approved Resolution No. 26‑51 ordering an interfund transfer of Local Option Sales & Services Tax (LOSST) funds to Secondary Roads in the amount of $405,000 and authorized the auditor to make necessary FY27 budget adjustments.
The board also adopted Resolution No. 26‑54, designating several local banks as county depositories for FY2027 and listing maximum deposit amounts by branch (examples in the resolution include Farmers Savings Bank & Trust — Vinton/Traer, $20,000,000; Cedar Valley Bank & Trust — La Porte City/Vinton, $13,000,000). Resolution No. 26‑55 sets per‑official deposit limits for named county officers (for example, Recorder Lexa Speidel — Cedar Valley Bank & Trust $150,000; Sheriff David Upah — Farmers Savings Bank & Trust — Vinton $500,000).
Routine operational items approved during the meeting included renewal of flood insurance for the sheriff’s garage; approval of a Behavioral Health Administrative Services Organization (BH‑ASO) agreement to place a project coordinator in the Service Center two days per week for $150 per month, contingent on BH‑ASO providing liability coverage and naming Benton County as an insured entity; a farm exemption application for Pat Peters; scheduling a land‑use hearing for Randy Patten on July 7, 2026 at 9:15 a.m.; and permission to use the courthouse lawn for the Vinton Cruise Committee on Sept. 19, 2026. The board also approved use of EMS Trust fund dollars to pay for Blairstown First Responders to attend an EMT class.
All recorded motions were approved unanimously with Supervisors Ronald J. Tippett, Tracy Seeman and Bruce Volz voting aye. The board adjourned at 9:57 a.m.
