Middletown council hears water-rate study and authorizes ordinance drafting

Doug Baldessari of Umbaugh & Associates told the Middletown Town Council on Nov. 10 that a water-rate study tied to the proposed Water Treatment Plant Replacement Project projects a $7.26 to $7.84 increase in monthly bills for the average Middletown water customer. Baldessari said those figures would change depending on construction bids and the final interest rate on a State Revolving Fund loan and that the SRF is seeking to close the loan by the end of the year.
Council Member Dave Wagner moved to authorize Baldessari to have Bond Counsel prepare a rate ordinance using the $7.84 average increase for introduction at the Nov. 17 meeting, with the council retaining the ability to adjust the final rate before adoption on Dec. 15 based on bids and interest rates. Norm Purdue seconded the motion, which passed unanimously.
The council’s action authorizes the formal drafting and introduction of a rate ordinance but does not set a final customer charge; council members and Baldessari noted the estimates are provisional pending contractor bids and the loan’s interest terms. Bond Counsel was identified as the entity to prepare the ordinance for the Nov. 17 introduction and the council set Dec. 15 as the target date for a final adoption vote.
Next steps: Bond Counsel is to prepare the ordinance language for Nov. 17; the council may revise the rates after bids and final financing details are available before voting on adoption on Dec. 15.
