Middletown council unanimously approves water‑plant contract, personnel hires and SRF signatories

Middletown — The Middletown Town Council on Jan. 19 unanimously approved a series of administrative measures, including awarding the construction contract for a new Water Treatment Plant and authorizing Town Council President Jake Smith to execute State Revolving Fund paperwork for two projects.
The actions, taken during the regularly scheduled 7:00 P.M. meeting at the Public Meeting Room, also included approval of three utility hires, authorization to order a 2016 Ford Explorer for the police department, and authorization for limited elevator repairs at the Civic Center. All recorded motions passed unanimously among the five council members present.
Council President Jake Smith opened the meeting and Clerk‑Treasurer Drew Cooper confirmed that Council Members Donita Chambless, Gary Kendall, Betty Riley and Dave Wagner and Town Attorney Joel Harvey were present.
Dave Wagner moved to authorize the Town Marshall to order a 2016 Ford Explorer police vehicle from Autofarm Ford of Middletown; Betty Riley seconded and the motion passed unanimously. The council also approved hiring three utility workers as reported by the Utilities Superintendent: James Tishner (Utility Worker Grade 6), Terry Andrews (Utility Worker Grade 4) and Jeff Ogle (Utility Worker Grade 4). Dave Wagner moved to approve the hires and Betty Riley seconded.
On facilities, the council authorized the Civic Center President to hire Hoosier Elevator for up to $500 to return the Civic Center elevator to service and to have a phone line installed for the elevator, with monthly payments authorized. That motion was moved by Dave Wagner and seconded by Donita Chambless.
By consensus the council authorized the Town Attorney to send an official letter to 3‑D Company regarding final payment on the 5th Street Stormsewer Project.
Matt Spidel of engineering firm Butler‑Fairman‑Seufert reported that a pre‑construction meeting for the Water Treatment Plant Replacement Project would be held Jan. 20. The council approved two SRF (State Revolving Fund) signatory authorization resolutions (Resolution 2016‑01‑19‑01 for the Water Treatment Plant Replacement Project and Resolution 2016‑01‑19‑02 for the 8th Street Stormsewer Project) authorizing Town Council President Jake Smith to sign required SRF forms; both resolutions were approved on motions by Dave Wagner and seconded by Betty Riley.
Following those approvals, the council authorized Butler‑Fairman‑Seufert to send the Notice of Award to Graves Plumbing Company, officially awarding them the construction contract for the new Water Treatment Plant; Donita Chambless seconded Dave Wagner’s motion and the vote was unanimous. The council also authorized the Town Council President to sign the construction contract with Graves Plumbing Company and to sign the SRF Front‑End Document Certification required for the project.
Donita Chambless moved to authorize the Town Council President to sign a cover letter for the PER Technical Review responses prepared by Butler‑Fairman‑Seufert for the 8th Street Stormsewer Project; Dave Wagner seconded and the motion passed unanimously.
Clerk‑Treasurer Drew Cooper presented the town’s annual investment report, reporting total interest earned in 2015 of $8,463.76. With no further business, the council adjourned.
