The Lincoln County Board of Education approved its consent agenda, which included the agenda, minutes from last month and several school activities, and moved on to hear the district's June year-end financial report.
District staff told the board revenues were higher than expected after a millage increase, stronger miscellaneous local receipts, a roughly $300,000 increase in QBE funding tied to midyear FTE increases, and several grants (school security, teacher retention supplement, CTAE grants and ESSER-related funds). Staff said the district closed the fiscal year with about $4.2 million in cash, while 'pure cash' showed a roughly $75,000 deficit against the budgeted $2.3 million deficit; staff warned some shortfalls (October–November) are recurring timing issues tied to cash flow and encumbrances such as bus purchases recorded as liabilities.
The board approved a non-resident enrollment request for a high-school student (motion by Mr Hman; second by Mr M) and renewed the district's membership with the regional service agency (RESA/CSRA) for $473 (motion by Mr Mongre; second by Mr Madison).
On policy, board members reviewed items 1–4 with no changes. Staff noted House Bill 1010 increased paid parental leave from 120 to 240 hours retroactively; staff said a few teachers will qualify for the additional hours.
Superintendent's reports included a planned partnership with the Lincoln County Library System to give students access to library resources and online reading programs, and an announcement that the district and all schools received notice on June 26 that they are fully accredited.
The board approved multiple personnel recommendations from the superintendent: hiring Fred Turner as a substitute bus driver; Shelby Turner as a substitute teacher; Sheila Walton as a substitute paraprofessional; Carol McCullock as hospital/homebound substitute; Trish Lesley as a part-time trainer for athletics; and a stipend for Tangi McKenny to oversee the nurse aide program. The board also accepted the resignation of Sally St (bus driver). Each personnel motion was moved and seconded and approved by voice vote, recorded in the transcript as "all in favor." The meeting adjourned after these items.
