Staff reports master plan progress, CIP review and possible transfer of community learning center grant
Summary
City parks staff briefed the board on the parks and recreation master plan kickoff, review of CIP/carryovers, facility security upgrades and efforts to transfer a community learning center grant from Hawthorne to Lowell Elementary as Hawthorne is slated to close.
During the March 30 meeting, department leadership updated the board on planning and capital items ahead of the summer season. Staff said they had a kickoff meeting with the parks and recreation system master plan consultant and plan additional meetings; they also received a community investment program (CIP) list from finance and expect to review carryovers and project priorities in upcoming meetings.
Staff reported installation of cameras and keyless entry this week at Pebble Creek and Rivers Crossing and said they were proceeding with summer hiring, including lifeguarding and water-safety-instructor training. The department has placed orders for pool chemicals and completed a Water Safety Instructor class this week, with a lifeguarding course beginning the next day.
On grants and programs, recreation staff said they are preparing community block grant applications for 2027 and are coordinating with the School District of Waukesha and the Wisconsin Department of Public Instruction after Hawthorne Community Learning Center’s announced closure. Staff said they are working to petition to transfer the existing community learning center grant to Lowell Elementary, and noted roughly 75% of current Hawthorne students are expected to move to Lowell. Department staff characterized this as a work-in-progress with state liaison conversations underway.
Board members asked operational questions including parking-lot usage at Prairie Avenue; staff said they would investigate and report back. The board received the reports and the meeting moved to adjournment.
