Board denies one-time sewer credit after debate over large water loss at Dover Drive duplex

The Board of Public Works voted to deny a request for a one-time sewer credit from a duplex at 1575–1577 Dover Drive.

Staff presented the request and explained that the credit mechanism is for water used but not sent to the sewage system (commonly pool fills or new lawn establishment). Staff said the department’s calculation of the additional usage was unclear in the transcript as "11 or 100,000 gallons" but noted the excess represented a large volume — staff said it equated roughly to "1,670 gallons a day" or about 70 gallons an hour over the high-usage period. Staff recommended denying the credit as the department viewed the situation as negligence and therefore not eligible for a credit.

Board members questioned the facts, with some noting the original request claimed a tile contractor used a hose and left it on, creating the leak. Several members said the homeowner could pursue action against the contractor but that the board’s authority and policy support denying credits in apparent negligence cases. One committee member observed that additional documentation could be requested and suggested postponing the vote; that member withdrew the motion and the board proceeded to vote to deny.

The motion to deny the one-time credit was seconded, the Chair called the roll and the board recorded ayes; the motion carried.

Staff provided a computed credit figure of $1,049.05 if the board had chosen to grant relief, but the board declined to do so. The matter ended with the denial; staff indicated members could request further information at a later meeting if desired.
