Council split on $5,000 branding request for Bloomfield Arts District; attorney rules earlier chamber vote fell short

Proponents said the modest fee would produce professional branding and design schematics that could catalyze private investment and complement the newly funded Granby Street streetscape work. “It’s a $5,000 investment…that will hopefully inspire all the businesses in that area to want to take their businesses to the next level,” Councilor Merritt said. Proponents also stressed the plan mainly funds design work; construction costs would come from private stakeholders or a separate process.
Opponents urged more process: multiple councilors asked that the proposal be vetted in committee, that the council retain approval of final design renderings and that the town clarify whether municipal funds should be used when businesses historically funded signage. Several councilors asked for a clearer scope, firm cost estimates and assurances that any design would return to council for final approval.
During the meeting the chamber initially recorded an affirmative vote, but after a participant raised a procedural concern the town attorney requested a brief recess to review the record. On resumption the town attorney advised that item 2026-68 had received only four affirmative votes and therefore did not meet the five-affirmative-vote threshold required; the council recorded the motion as failed.
Councilors who opposed immediate appropriation emphasized fiscal caution and the need for broader stakeholder funding. Supporters said small seed investments could prompt private buy-in and complement the $2 million Granby Street grant. The town manager and project proponents said conceptual renderings would be provided and that any final sign design would be brought back to the council for approval.
Outcome: the $5,000 contingency appropriation for Bloomfield Arts District branding and gateway signage was declared failed after town attorney review for falling short of the required affirmative votes.
