Lorain Board of Control approves training, emergency pump rental and system upgrades; two items withdrawn

The Lorain Board of Control on June 3 approved a series of procurement and emergency items intended to support public safety, wastewater operations and routine maintenance while withdrawing two requests for later consideration.
Mayor Jack Bradley and Safety/Service Director Rey Carrion led the session. The board approved a $9,350.00 purchase for a Rescue Swimmer Course for Lorain Fire Department personnel from LongShore Rescue LLC, to be charged to G/L account 1010.S500.8100.1600 (Education and In Service). The item had been previously approved May 27; the current request reflected a vendor name change.
The board amended and approved the Streets Division request for hauling and disposal of residential street‑sweeper debris. The original estimate based on 2025 tonnage proposed up to $85,000 (up to 1,500 tons at $56.40 per ton); the board approved an amended not‑to‑exceed amount of $79,500.00, with funding from account 4030.C403.6700.7000. Staff said the debris is removed as needed.
Engineering sought to award the 2026 Sidewalk Improvement Project to low bidder Irvin's, Inc. for $72,223 (including a 10% contingency). Concerns were raised about whether Irvin's fully met bid specifications; Engineering and the Law Department worked with the firm and confirmed registration with the Bureau of Workers' Compensation and drug‑free workplace status. The board voted to withdraw the award request.
The board approved increasing a purchase order to Ohio CAT by $3,447.36 (new total authorized $12,335.00) to purchase an adapter that will allow a recently delivered loader bucket to fit an older loader; funding is from Dredge Fund 2900.R290.6400.2400.
The Black River Wastewater Treatment Plant received retroactive approval for an emergency rental of a 12‑inch backup portable pump from Ohio CAT for $8,557.44 after two of five headworks pumps were offline while heavy rain was forecast. Funding is from account 6130.P613.6310.6700.1500 (Facility Improvement); staff said one pump has since been repaired and a replacement pump is expected in the coming weeks, and the department will explore purchasing a spare pump for future emergencies.
Separately, the board approved $17,150.00 in SCADA upgrades at the Kay Drive Retention Basin with Pro‑Tech Systems Group, a sole‑source vendor, to replace obsolete controls and enable remote operation; funding will come from Facility Improvement and Equipment Maintenance accounts. The department aims to complete that work by August.
Lorain Utilities requested a $36,780.00 professional engineering services agreement with HDR, Inc. for the Fulton hydropillar standpipe replacement project but asked to withdraw the item; the board granted the withdrawal.
All motions recorded in the minutes were made by Mayor Jack Bradley and seconded by Safety/Service Director Rey Carrion; roll‑call votes recorded those two officials as voting “aye” and each motion carried unanimously. The Board of Control adjourned at 2:51 p.m.
