Boone County approves floodplain overlay amendment aligned with FEMA maps

The Boone County Board of Commissioners on June 8 unanimously approved an amendment to Article 23 of the county Zoning Regulations to align the countyFloodplain Overlay District with Federal Emergency Management Agency maps published in December 2025. The public hearing opened at 10:00 a.m. and was closed at 10:01 a.m.
Victoria Olson, the county Zoning Administrator, told the Board the FEMA map update "would be removing areas of the County from the floodplain or lowering floodplain levels with few properties being added to the floodplain." The Board, by motion from Commissioner Matt Niewohner and a second from Commissioner Jon Lindgren, voted to adopt the proposed changes and authorized the chairman to sign the zoning request.
The change means some parcels will no longer be regulated as floodplain under county zoning and others will see lower floodplain designations; Olson said only a small number of properties would be added to the floodplain. The full amended Article 23 is attached to the meeting proceedings and is available in the County Clerk's office.
The amendment takes effect per the county's usual zoning-adoption process; the Clerk's record shows the vote passed with Commissioners Niewohner, Lindgren and Brian J. Yosten voting yes and no nays recorded. The Board took no additional action at the hearing.
