Resource center outlines 2025 programs and raises unpaid grant reimbursement concerns

At the city administrative report, Joyce McKibben and the Resource Center team reviewed last year’s activities and a program schedule for 2025 that includes mentoring, workforce training, a summer feeding program and a series of workshops on criminal justice, adolescent health and financial literacy.
McKibben described partnerships with schools and nonprofits, said the center distributed holiday toys and hygiene kits to more than 200 children last season, and outlined a weekly mentoring schedule that starts at the end of January. She invited council to support recruitment, referrals and site visibility for the programs.
Program staff then raised a separate but related concern: several invoices for work performed in 2024 have not been reimbursed, and laptop/platform purchases tied to a reimbursement grant remain unfunded. Staff reported that communication with the grant administrator (identified in discussion as “Chris”) has been irregular, creating operational delays. A program representative urged staff and council to contact the grant administrator and relevant state administrators to resolve outstanding paperwork and speed payments.
Council agreed to follow up and to wait for a formal response from the grant administrator before advancing project spending tied to that grant. Staff emphasized they want the programs to continue but that cash-flow problems are constraining immediate purchases and vendor payments.
What happens next: council and staff will pursue additional outreach to the grant administrator and state contacts and report back when the city receives a formal response or updated reimbursement timeline.
