Staff said the county expects no delay in contract funding this year but the commission should condition awards on county contract execution and State Historic Preservation Office (SHPO) compliance.
Staff explained the updated eligibility standard: awards should address conditions that prevent slum or blight or remedy conditions that threaten a property’s integrity. That standard does not require that a property currently be in slum or blight but requires work to be essential to preserve the building rather than purely aesthetic. Commissioners noted they retain discretion and the program typically aims for awards around 15% of project cost up to a normal cap of $3,000, though the commission may exceed that in some cases.
Commissioners also discussed application reviews, the need for applicant representatives at hearings for some certificate of appropriateness and consultation items, and the opportunity to expand eligibility to historically designated properties in additional districts for 2026.
