Residents press council on Center Park drainage and water-meter fluctuations; council approves consent agenda and clerk training

During the public forum at the City of Kandiyohi’s Aug. 18 meeting, a resident requested discussion of possible drainage solutions for Center Park, and a business owner and several residents raised concerns about fluctuations in water meter readings. Staff told the council that meter variations are commonly caused by factors such as household size, laundry cycles, seasonal activities and water-softener cycling, and that staff would continue to review the matter.
The council approved its consent agenda, which included the Aug. 4 meeting minutes, the claims list for Aug. 18 and department reports including the July 2025 Water Report showing 855,000 gallons of fresh water pumped and 1,929,000 gallons of wastewater pumped. Council Member Toby Giese moved to approve the consent agenda and Council Member Jeff Clark seconded; the motion passed.
Separately, Council Member Scott McGillivray moved to approve City Clerk/Treasurer Julie Woltjer’s attendance at the Municipal Clerks and Officers Advanced Academy scheduled for Sept. 24–26, 2026. Council Member Jeff Clark seconded the motion and it carried.
Staff reported they are also researching lower-cost utility billing software options as part of ongoing efforts to address meter and billing questions. The meeting adjourned at 8:25 p.m. after a motion to adjourn by Council Member Toby Giese and a second from Council Member Jeff Clark.
