Kandiyohi approves Phase I street and utility improvement plans and seeks interim financing

The Kandiyohi City Council on July 21 approved plans and ordered advertisement for bids for Phase I of a multi-block street and utility improvement project, and authorized staff to seek interim construction financing if more favorable rates are available.
Council Member Jeff Clark moved to approve Resolution 202515, which accepts plans and specifications and authorizes the city to advertise for bids for Phase I work on McDermott Avenue between 4th and 7th Streets; Pacific Avenue; Mclaughlin Avenue from 2nd Street to mid-block of 3rd and 4th Street; and segments of 3rd through 7th Street south of U.S. Highway 12. Council Member Toby Giese seconded and the motion carried.
In a separate set of motions on project financing, Council Member Toby Giese moved and Council Member Jeff Clark seconded authorization for Clerk/Treasurer Julie Woltjer to apply to the Minnesota Rural Water Association’s interim construction financing program if that interest rate is lower, and also to apply through Kandiyohi Power Cooperative in partnership with Great River Energy if that rate is lower. Both financing authorizations were approved by voice vote.
Council received two related project updates earlier in the meeting: staff said they are still reviewing compatibility between new meter hardware and the city’s billing software, and that one remaining utility easement remains unsigned but that USDA advised the city may proceed with the bidding process. The Council did not provide a project cost estimate or a final financing decision at the meeting; the motions authorize staff to pursue financing options and to advertise bids.
The city’s claims list presented with the minutes shows a line item described as "MN PFA Sewer/Water/Storm Bond & Interest" for $115,220.00 in the claims; the transcript did not link that line item explicitly to the Phase I project. The council announced National Night Out and a blood drive for Aug. 6, 2025, and adjourned at 7:38 p.m.
