Perry council approves lease for fire apparatus, landscaping contract increase and related funding items

PERRY, Ga. — The Perry City Council on Nov. 4 approved a series of finance and contract items including authorization to execute lease documents for a fire apparatus, an amendment to the city’s landscaping contract, a social-media management and archiving contract, and purchase of wetland/stream mitigation credits for a wastewater facility.
Leasing the fire apparatus: Mr. Warthingington told the council the apparatus purchase was previously approved in July 2023 and the purchase price is $795,946. He described the financing terms as a 10-year lease with quarterly payments at an interest rate of 5.62 percent; funding would come from the general fund. The council authorized the mayor to execute the lease supplement and related documents and approved the resolution unanimously.
Landscaping contract amendment: Miss White presented amendment number two to the contract with Dixie Lawn and Landscaping Inc., adding eight locations (retention ponds, pocket parks and facilities). She said the amendment increases the annual contract amount by $39,300 to a new total of $591,726 per year covering 29 locations. The council approved the amendment unanimously.
Social media archiving: Miss Clark presented a contract with Orllo to manage and archive nine social media platforms. She said the transition from the prior vendor and consolidation of services saves $3,000 and satisfies state open-records archiving requirements. The council approved the agreement unanimously.
Wetland/stream mitigation credits: Mr. McMurray presented a quote from Wilkinson Okone Mitigation Bank for mitigation credits required for impacts at the A.E. Harris wastewater treatment facility; the total quoted cost is $150,720 and he said the amount is already budgeted in the project's GMP (maximum guaranteed price). The council approved the letter of credit/credit purchase unanimously.
Donations and fees: The council accepted donations of green space from Buckeye Holding Company (3.11 acres) and Greystone Homeowners Association (63 acres) subject to conditions requiring the city to maintain stormwater structures and preserve the parcels as green space. Council also approved a corrected fee schedule to resume sale of cemetery plots at Woodlon Cemetery set at $1,400 (correction of a prior formatting error).
All measures in this package were approved unanimously with no recorded votes against them at the Nov. 4 council meeting.
