Council approves boardwalk ramp and Route 1/26 pedestrian contracts, advances public-works design study

Bethany Beach councilmembers authorized multiple infrastructure contracts intended to repair winter storm damage, improve pedestrian safety and study public-works facilities.
The council approved Mumford and Miller’s low bid of $176,403.50 to reconstruct the demolished First and Second Street boardwalk ramps after inspectors found extensive piling rot and substructure failure. The manager said demolition is already under way and added that the contractor proposes epoxy-based piling repairs for durability. The engineer’s estimate had been $159,000.
Separately, council awarded a contract to Adell Construction for $163,477 to deliver pedestrian improvements at the SR1/SR26 intersection (piano-key crosswalks, median rebuild and flashing pedestrian lights) so the pedestrian facilities are usable this summer while permanent DelDOT permitting proceeds for the hard-surface corner work.
Council also approved a $62,500 proposal from Penoni to perform a site analysis and concept design for a new or reconfigured public works yard building, including an assessment of flood exposure and recommendations for locker/office space and elevated construction options.
Council members framed the actions as proactive steps to protect public safety and preserve beach access ahead of the summer season. Contracts were approved by voice vote; staff noted projects are funded from existing project budgets or grants where applicable.
