Bethany Beach council adopts $15.18M FY2027 budget, adds handicap parking accommodation

Mrs. Keel, presenting the budget, said the plan proposes $15,178,000 in revenue, $13,771,000 in operating costs and $945,000 for capital projects. Council voted to approve the budget and the schedule of fees by voice vote.
During discussion councilmembers raised mobility concerns for residents who rely on closer beach access. The council agreed to an administrative accommodation: residents holding a side-street parking permit who also display a valid state handicap placard may use beach-lot handicap spaces when both credentials are displayed and the vehicle meets posted rules. Staff said the parking department will provide signage, website maps and enforcement guidance to make the rule administrable.
Separately, Mrs. Keel moved a budget amendment to match the special fund to recently awarded grants; council approved that amendment, and Mayor (Mr. May) credited assistant town manager Terry Teeman for grant procurement work.
