Bethany Beach council standardizes parking hours, approves zoning map tweaks

The Bethany Beach Town Council on a voice vote adopted a set of amendments to the town code that standardize parking permit and pay-to-park hours across the municipality.
At the second reading the council changed residential and business permit hours to 10:00 a.m.–6:00 p.m., consolidated pay-to-park zones into a single 12-hour zone, and set pay-to-park times consistently at 10:00 a.m.–10:00 p.m. Mr. Gravier explained the amendments are intended to simplify a previously complex patchwork of time rules and reduce enforcement confusion. Each amendment was moved, seconded and carried by voice vote.
Council also conducted a first reading of an ordinance clarifying which persons are eligible to receive seasonal parking permits. That ordinance, the manager said, aligns the written code with longstanding administrative practice of issuing permits to certain town-service individuals; no final vote was taken on the first reading.
Mayor (Mr. May) and staff emphasized the changes will be reflected in ParkMobile and other permit administration systems so signage and digital payment zones remain accurate for the summer season. Councilmembers asked staff to ensure clear public communication to residents, visitors and local businesses ahead of the high-season enforcement period.
The council did not change permit fees as part of these ordinance votes; staff noted fee levels will be handled in the budget and schedule-of-fees discussion elsewhere on the agenda.
