Laredo arts commission discusses proposed underpass light installation, ends meeting for lack of quorum

The City of Laredo Fine Arts and Culture Commission convened on June 18 to review proposed public-art projects but adjourned at 5:47 p.m. after failing to achieve a quorum.

Commission staff member Vanessa pointed commissioners to materials in a distributed PDF that list the mural and light-installation projects (identified in the packet as “project four” of the commission’s annual plan) and described a proposed light installation at a downtown underpass tied to a grant and a transportation partner. Vanessa said the project team was looking to collaborate with an outside transportation entity to place art and a city seal at the underpass near Victoria Street, noting nearby streets including Houston and Matamor as reference points.

Participants discussed how the art might include both lighting and permanent elements. One participant described a small sculpture at an entrance and said some installations would be permanent. Several speakers raised concerns about recent streetscape work that removed on-street parking to create planter/tree areas, asking where visitors would park during events. “Where are people going to park?” one participant asked, and another estimated the change affected “maybe like 20–30 spots.”

Members also discussed local development near the planned art zones and compared the concept to developments in other cities, while noting local property-ownership and site constraints that could complicate installation plans. Separately, the group reviewed procedural rules: a participant asked whether open-meeting rules apply to all city boards, and staff explained that items the commission cannot approve when it lacks quorum may need to be forwarded to city council.

At roll call the commission recorded Santana, Armando Lopez and Melissa Mitchi as present; Mary Province and Gail Rodriguez were absent, leaving the body without a quorum. A member moved to end the meeting because no official action could be taken; the chair closed the meeting at 5:47 p.m. No motions, votes or formal approvals on projects were taken.

Next steps noted during the discussion included further site coordination and confirmation of partnership details for the underpass installation; the commission will need to reconvene with a quorum to consider any formal actions or approvals.
