Plan Commission hears consultation for large Waukesha engine plant addition; staff expresses support

The Plan Commission heard a consultation from staff and applicant representatives for a proposed 83,000-square-foot addition to a large industrial facility on Saint Paul Avenue, commonly referred to locally as the Waukesha engine or INyoo site.
Planner Doug described the addition as a test center and production line expansion largely contained within existing paved areas, with no new impervious surface expected beyond repaving, and placed behind the primary building mass where screening and existing outbuildings reduce visibility from public rights-of-way. Riley Construction's Dan Colvin and architect Jim Gavick said the addition would include modern test cells and exhaust stacks (stack heights are driven by EPA requirements), and that the company aims to bring the facility back into larger-scale production within roughly two years.
Commission feedback focused on potential visual impacts along Saint Paul, parking and circulation changes, and asked the applicant to consider aesthetic treatments (murals or facade enhancements) where the addition will be visible. Staff said the project will return for formal review and that the company hopes to submit preliminary plans in the coming weeks.
