The Carrollton City Council voted in January to rezone roughly 21.08 acres of out‑parcels along Bankhead Highway (part of the Fastenol annexation) from M1 to C2 with a special‑use permit to permit light manufacturing and flex‑space uses.
Staff told council the planning commission reviewed the concept plan and recommended approval with two conditions: a 10‑foot landscape strip along the new church drive negotiated with the neighboring Bethlehem Temple Church of a New Beginning, and waiving a two‑year limit in Article 2.04.26D of the UDEO so the uses could be permanent.
Why it matters: Nearby residents raised safety concerns about truck traffic and whether Old Airport Road and the proposed interior roads could safely accommodate 18‑wheelers. Kenneth Farmer, a resident and property owner near the site, urged a traffic study and DOT involvement, describing a history of crashes and limited capacity for large trucks to maneuver in the area.
Applicant and engineering response: Matthew Smith of Ankor Construction, representing Fastenol, said the applicant has been in contact with Georgia DOT and that DOT will require roadway improvements. "Almost certainly they will require a deceleration lane," Smith said, and the full design will include required acceleration/deceleration lanes and a traffic study as part of DOT’s review. The applicant said the primary truck access is intended from Old Airport Road and that required improvements there will be part of engineering and permit approvals.
Council action: The council approved the rezoning and special use permit with the planning commission recommendations and added a stipulation — requested by a councilmember — that all GDOT requirements and any improvements required for Old Airport Road be completed before any certificate of occupancy is issued for the new parcels. The motion passed by voice vote.
What’s next: Engineering and DOT review will establish final roadway design, turning radii and whether additional improvements (deceleration/acceleration lanes or Old Airport Road upgrades) are required and when they must be completed relative to construction and occupancy.
