On Oct. 7 the Carrollton City Council approved a rezoning request for a 22.71‑acre tract at Shady Grove Road, Stewart Street and North Side Drive to permit a single‑family subdivision of 59 site‑built detached homes.
Planning staff summarized consolidated conditions (the planning commission had unanimously recommended approval). Conditions include a maximum of 59 lots, a homeowners association to manage maintenance and a required architectural control process, a cap limiting lease occupancy to 20 percent of homes with no more than two unrelated occupants per leased unit, a minimum of about 1,650 square feet per home and two‑car garages, installation of a lift station at developer expense if needed, and an 18‑month requirement that land disturbance permits and infrastructure be completed and accepted by the city or the property will revert to its original zoning.
Applicant Brian Preston told council the project will be accessed from Shady Grove Road, that significant buffers and power‑line easements constrain lot placement, and that about 30 percent of the site will remain green space. He said the development is not intended to include townhomes or multi‑family units and that the design will be compatible with potential future park connections on city‑owned land behind the tract.
Council voted unanimously to approve the rezoning with the stated conditions and move the project forward to permitting.
Next steps: developer and staff will proceed with engineering, permitting and infrastructure work subject to the stated conditions and the 18‑month build requirement.
