The Carrollton City Council voted to deny a request to rezone 295 Wilson Drive from R20 (20,000-square-foot minimum lots) to R10 (10,000-square-foot minimum lots), after multiple residents objected during the public hearing.
Planning staff said the request, submitted by Joel Contraras, would allow subdivision of the existing parcel to construct an additional home. Contraras told the council the house under discussion was intended ‘‘just for the sister-in-law for my wife’’ and described it as a summer or family house.
Several neighbors spoke in opposition. Jan Robinson said residents expect newcomers to "plan and build in line with existing rules, regulations, and within the existing zoning codes" and warned that approving the request would set a precedent. John Fletcher said the change could "unfairly dis[ ]minish" surrounding property values and stressed the potential long-term effect on land use patterns. Charity Dyer, a nearby resident, said the neighborhood is for "ordinary family[ ] to have a front yard, a backyard" and added that denser development would make the area busier; she said, "it brings in more riff raff or more whatever."
A council member who spoke before the motion said the newly built house was "a very nice house" but expressed concern about changing zoning for a large swath of neighborhoods and about sightlines and traffic at nearby side streets. He moved to deny the request; after a second, the council voted by voice and the mayor announced the motion carried. The request is denied.
