Council approves developer-funded traffic signal at US‑24/State Route 64

Waterville City Council voted to authorize a development agreement with Meyers to design and install a traffic signal at the northbound US‑24/State Route 64 on/off ramp, a condition required as part of Meyers' development approvals.

Municipal Administrator John described the project and said the estimated cost is $295,000; Meyers will reimburse the city for installation and related construction costs under the proposed agreement. John said the signal will be the same design as an existing signal in the city and that Meyers preferred the city manage the installation to speed the process.

Council member Mary Duncan moved the resolution and Todd Browski seconded. After brief technical questions about escrow and whether administrative costs were included, council voted by voice and approved the measure.

What the agreement covers: John said the agreement would reimburse the city for construction and engineering costs associated with the signal and associated turn lanes; if construction costs exceed the estimate, staff will discuss adjustments with Meyers. Council indicated the city will put the project out to bid likely in early 2027 so Meyers can open by Memorial Day 2027, per the developer's timeline.
