Jenkinsburg council approves two zoning exceptions, authorizes purchase of city mowers

At its July 28, 2025 meeting, the City of Jenkinsburg Council approved a special exception for a woodworking/cabinetry home occupation at 151 Oak St and a special exception for an automobile service establishment on N. Hwy. 42 (the latter with one no vote), and authorized purchase of two mowers totaling $20,207.89.
The City of Jenkinsburg Council on July 28, 2025 recommended two special exceptions and approved the purchase of two city lawn mowers.
Mayor Pro-Tem Jason Watts opened public hearings on both zoning requests. The first, CASE NO. 11-02-2024 SE, sought permission to operate a woodworking and cabinetry home occupation in an approximately 4,000-square-foot accessory structure at 151 Oak St in the A‑R zoning district. After hearing comments in support and opposition, the council voted to recommend the special exception. Council Member Gary Roberts moved the recommendation, seconded by Gary Brown; Joye England, Gary Brown, Gary Roberts and Brent Eberspacher voted to approve.
The council attached conditions to the home-occupation approval. They include requiring an annual business license; limiting normal operating hours to 8 a.m. to 5 p.m.; allowing no more than two clients/customer visits at a time and no more than two employees on the premises simultaneously; requiring that inventory be stored inside (no outside storage); restricting woodworking and the use of tools and machinery to normal operating hours; permitting deliveries only during normal hours; and requiring the owner to mitigate sound, vibration, odors and particulates so as not to create a nuisance. The special exception applies only to woodworking and cabinet making activities.
The second request, CASE NO. 04-04-2025 SE, sought approval to operate an automobile service establishment within the H‑B (Highway‑Business) zoning district on N. Hwy. 42, inside the Jenkinsburg city limits. Following public comment, Council Member Brent Eberspacher moved to recommend approval; Gary Brown seconded. The motion carried with Joye England, Gary Brown and Brent Eberspacher voting yes and Gary Roberts recording a no vote.
Staff recommended several conditions for the automobile-service approval. Those include requiring an annual business license and, if applicable, submission of a state license copy with annual renewal; prohibiting a continuous active inventory of automobiles displayed for sale (no open lot); requiring a Land Disturbance Permit prior to excavation, fill or development and a building permit before construction of foundations or vertical structures; applying the design criteria of the Hwy 42 Overlay District; making the special exception non‑transferrable (a sale would require a new application); and requiring any additional signage to comply with the City of Jenkinsburg Zoning Ordinance and Hwy 42 Overlay standards.
Separately, the council authorized procurement of grounds equipment. Council Member Brent Eberspacher moved to purchase one zero‑turn mower for $12,420.71 and one stand‑on mower for $7,787.18 from Stananco Tire and Power Equipment; Gary Roberts seconded. Joye England, Gary Brown, Gary Roberts and Brent Eberspacher voted in favor, and the motion passed. The combined purchase price was $20,207.89.
Mayor Pro‑Tem Watts noted mayoral and staff reports and opened a public comment period; no actions resulted from those items. Having completed the agenda, Watts adjourned the meeting at 7:52 p.m. The minutes were recorded by City Clerk Debi Smith.
