Arcade council adopts three ordinances, renews inmate-housing MOU and approves small sponsorship

Arcade City Council on Feb. 9 unanimously adopted three ordinances, authorized an intergovernmental memorandum of understanding and approved a small community sponsorship during a meeting at City Hall.
The council approved Ordinance 2026-01 establishing a development impact fee. Council Member Ron Smith moved to approve the ordinance; Council Member Tom Hays seconded and the motion passed unanimously. Council Member Cindy Bone asked who would serve as Impact Fee Administrator; City Administrator Kila Quigley was designated to handle the clerical and administrative duties for impact-fee administration.
The council also approved Ordinance 2026-02 to amend Chapter 1 of the City of Arcade Code of Ordinances to clarify designation and citation of the code and to repeal conflicting ordinances. Council Member Ron Smith moved for adoption; Council Member Jenny Buley seconded and the motion passed unanimously.
Council then considered Ordinance 2026-03, amending Chapter 28-25 (Licensing and Business Regulations) to align business license issuance with the city’s zoning code. City Attorney Jody Campbell told the council that “business licenses should be issued according to our zoning ordinances,” and said the licensing process — including background checks — will remain in place. City Planner Jerry Weitz noted that some home-occupation license requests may still come before the council. Council Member Ron Smith moved to adopt Ordinance 2026-03; Council Member Cindy Bone seconded and the motion passed unanimously.
Separately, the council authorized the mayor to sign a renewal Memorandum of Understanding with the Jackson County Sheriff’s Office for inmate housing after a motion by Council Member Ron Smith, seconded by Tom Hays; the motion passed unanimously.
A procurement request to buy a snowplow attachment from ATMAX Equipment Co. for the maintenance department was tabled on a motion by Ron Smith that was seconded by Tom Hays. The council approved a $200 contribution to the East Jackson High School Dugout Club to sponsor student Riley Crook on a motion by Ron Smith, seconded by Cindy Bone; that motion also passed unanimously.
No public comments were offered during the meeting. The council adjourned after the scheduled business.
