City IT flags end-of-life servers, camera archive and AI-era data protections in 2027 CIP

Jerry Klein, CCIT lead, presented several IT capital requests tied to end-of-life hardware and growing data-protection risk.
Klein said the law-enforcement records/dispatch cluster (the Superior/Nutanics environment) reaches end-of-support in 2027 and requires hardware replacement; the city's share was presented as roughly $113,000 of a larger multi-agency cost. He also highlighted the camera archive/storage environment (city-owned security and courthouse cameras) as at end-of-support and in need of replacement to maintain recorded evidence and door-control/HVAC integrations.
Klein emphasized a data-tagging/data-loss-prevention project—driven by increased use of Copilot and other AI tools—that would scan M-drives and shared folders for PII, PHI and criminal-justice information, tag files, and apply controls to prevent accidental or malicious exfiltration. He argued that tagging existing files now would let the city move to cheaper maintenance in year two because newly created files would inherit tags.
"...we are at a significantly higher risk of an employee either intentionally or accidentally uploading to a nonsecured AI tool," Klein said, urging a near-term licensing test of a data-tagging solution.
Why it matters: multiple critical IT systems are at end-of-life in 2027; failure to replace archive and records hardware or to manage sensitive data increases operational risk for police, courts and city services.
Next steps: committee will rank these IT requests (asset-management implementation, server licensing, Nutanics hardware replacement, camera archive replacement, and data-tagging/DLP) for the 2027 budget.
