Captain Payton presented a multi-year request for modular vehicle barrier systems designed to protect special events, parades and other public gatherings. The system described is modular (L-shaped metal units that tip and dig into the ground when struck) with vendor options ranging from single-use sections to heavy reusable units.
"We truly need to safeguard those events," Captain Payton said, citing recent national tragedies, local close calls, and routine risks such as impaired or confused drivers. He explained the procurement is intended to be phased so the city can build inventory: an initial 72-unit trailer would provide about 120 feet of curb-to-curb coverage, with subsequent purchases increasing availability toward an approximately 415-foot ideal for larger events.
The department removed a tethered-drone element from this year's request to keep the ask focused on ground-based barriers. Committee members explored trade-offs between the lighter modular units (which may require replacement of struck sections) and heavier, reusable systems that are more durable but costlier to deploy and store. Payton suggested leasing inventory to neighboring jurisdictions as a cost-recovery option.
