"Blue Cross's network savings are the greatest in the state," said Mr. Williams, HR, who told council the carrier offered competitive pricing that would keep employee premiums steady while saving the city and staff an estimated $900,000 combined.
Council asked whether a vote was required; staff said the recommendation will be moved to the next regular meeting for formal consideration. Mr. Williams said ancillary plans include two‑year rate guarantees on several lines and that open enrollment will allow employees to choose among voluntary options.
