Lavaca County Commissioners approve road contracts, set public hearing and OK routine appointments

Lavaca County Commissioners on June 22 awarded four road-improvement contracts, approved a series of routine appointments and agreements, set a public hearing on updated tax-abatement guidelines for July 14 and approved a one-off reimbursement for a landowner who bored under a county road to restore water during drought conditions.
County staff presented engineer recommendations and the court voted separately to award contracts for County Road 1 and County Road 211 to J. Carroll Weaver (lowest bidder; $487,584.80 and $472,703.20, respectively) and awarded County Road 392 and County Road 461 to Sweet Home Sand and Gravel ($407,860.63 and $469,825.23). Each contract included a 60-calendar-day completion expectation. Motions to award each contract were made and passed by voice vote.
The court also designated the county tax assessor-collector to compute the 2026 no-new-revenue and voter-approval tax rates, as moved and approved by commissioners. The court approved the schedule for public notice and set a public hearing on July 14, 2026 at 9:00 a.m. to consider revised guidelines and criteria for granting tax abatement in a reinvestment zone.
Other items approved by voice vote included the bond for Deputy Jacory Thomas, an interlocal agreement with the Golden Crescent regional search-and-rescue entity and appointment of James Reeves as the county point of contact, and a one-time $500 reimbursement requested by Mark Jurica for a boring/pipeline permit on County Road 229 to restore water access for livestock during drought conditions; commissioners noted concern about setting precedent but approved the one-off reimbursement.
The court also amended the county personnel policy to realign the EMS work week with county payroll (work week defined as 12:00 a.m. Saturday through 11:59 p.m. Friday), effective July 4, 2026, to simplify overtime calculation prior to the county’s Paylocity payroll transition.
All motions reported in the meeting were carried by voice vote with no recorded opposition; the court approved the consent agenda and adjourned. The next regular meeting is scheduled for July 14, 2026 at 9:00 a.m.
