Cushing selectmen require fire-equipment proceeds go to department fund, move cemetery money and award grant to low bidder

The Cushing selectmen on Oct. 27, 2014, voted to require that money received from the sale of town-owned equipment or donations tied to town equipment use — or when fire department personnel who receive a stipend are involved — be deposited into the town Fire Department account.
Chairman Alton Grover opened the meeting at 6:07 p.m. at the Cushing Community Center. Daniel Staples moved to approve the warrants and later moved to approve the Oct. 13 minutes; both motions were seconded by Laurie Haynes and carried. The board recorded a 4-0-1 vote on the minutes, with Selectman Robert Worthing abstaining because he said he was not at the Oct. 13 meeting.
The policy on proceeds followed a report that Fire Chief Arthur Kiskila had notified the selectmen by email that the department has old fire hose that does not pass inspection and that he wanted guidance on whether to sell it or accept donations. After brief discussion, the board approved a motion, made by Selectman Daniel Staples and seconded by Selectman Laurie Haynes, that any money received from the sale of town-owned equipment, or donations for events where town equipment was used or stipend-paid fire personnel were involved, shall be deposited into the town’s Fire Department account. The motion carried 5-0-0.
On cemetery finances, the board approved transfers to cover the final mowing bill for Norton Cemetery: $362.96 from the Ancient Cemetery Account and $150.00 from the Pleasant View Cemetery Account were moved into the Norton Cemetery Account by a motion from Staples, seconded by Haynes; the motion carried 5-0-0. Cemetery liaison Martha Marchut told the board the Cemetery Committee needs clearer guidance on spending authority and may need to meet more often; Chairman Grover recommended inviting Guy Barter, who performs mowing and maintenance, to committee meetings. It was also noted that a Historical Society grant covered Davis Point Cemetery maintenance except for $100, and that the burial registry has not been kept current since Chester Knowles.
The board accepted the General Assistance Ordinance Appendices B & C for the 2014–2015 year on a motion by Chairman Alton Grover, seconded by Haynes; that motion carried 5-0-0.
Under new business, Grover opened bids for a Small Community Grant. Two bids were disclosed: Doug Fales at $10,920 and Farley & Sons at $19,950. Selectman Daniel Staples moved, and Laurie Haynes seconded, to accept the bid from Doug Fales for $10,920; the motion carried 5-0-0.
There were no comments from citizens during the public-comment period. The board adjourned at 6:37 p.m. on a motion from Selectman Robert Worthing, seconded by Daniel Staples; that motion carried 5-0-0.
