St. Charles Council adopts FY26 budget, awards Main Street resurfacing and approves event street closure

Mayor Dennis Smith presided over the St. Charles City Council meeting on April 14, where the council unanimously adopted the city's FY26 budget and approved a set of operational and infrastructure items to be funded or implemented under that budget.
The council approved Resolution 4A-2025 to adopt the FY26 budget on a motion by Council member Kozak, seconded by Council member Hutton; the roll call vote was unanimous. Mayor Dennis Smith opened the public hearing on the budget; no members of the public spoke. Shortly thereafter the council approved Resolution 4B-2025 (Budget Amendment 2 FY25) on a motion by Council member Brockett, seconded by Council member Blomme; that motion also passed unanimously.
On operational contracts, Council member Blomme moved and Council member Hutton seconded approval of a bid from Electric Pump to repair one sewer pump; the motion passed on a unanimous roll call. The council also approved a purchase agreement with Gworks for accounting software on a Blomme/Brockett motion; that vote was unanimous.
For street and events work, the council approved Grimes Asphalt's bid to asphalt Main Street using high-traffic asphalt on a motion by Council member Hutton, seconded by Council member Brockett; the vote was unanimous. Gateway Director Mary Seibert requested that the business district of Main Street be closed from 2 p.m. to 5 p.m. on May 10 for the Stroll the Streets event; Council member Brockett moved to close the street and Council member Kozak seconded, and the motion passed unanimously.
Other items recorded for the public record included a sheriff's report showing 50.82 patrol hours, 21 traffic stops and 8 calls for February; a notice that exterior work at 217 W Main Street is to be completed by May 1, 2025; and announcements about the Old Settlers festival ('St. Charles Goes Safari') scheduled for July 18'19, which will include a Mat Club's "Rumble in the Jungle" wrestling event Saturday evening. Mayor Dennis Smith reported the tornado siren is confirmed to function during monthly first-Saturday tests.
All recorded motions at the April 14 meeting passed by unanimous roll call unless otherwise noted. With no further business, Council member Brockett moved to adjourn; Council member Kozak seconded and the meeting adjourned at 8:47 p.m.
