Spirit Lake council rejects bids for water-treatment automation upgrades for further review

City Administrator Gregg L. Owens told the Spirit Lake City Council on Sept. 24 that the only substantial bid received for the Water Treatment Plant (WTP) Automation & Control Upgrades Phase 2 was significantly higher than the engineer’s estimate and the bond proceeds set aside for the work. Councilmember Chappas moved and Councilmember Brockmeyer seconded a motion to reject all bids; the motion carried unanimously.
The rejection means the city will pause award of the contract and take additional steps to review cost estimates, funding sources and the project scope. Owens told the council the project "will need to be reviewed" before moving forward. The council did not set a new timeline for reissuing the project or detail alternative funding at the meeting.
The WTP Automation & Control Upgrades project was presented as a funded capital improvement but, according to the city administrator, the bid results exceeded the engineer’s estimate and the bond proceeds allocated for the work. Rejecting bids is a standard step that allows the city to re-evaluate scope, seek revised bids, or modify funding plans.
No formal amendments to the project scope or immediate re-bid schedule were adopted at the meeting. The council’s unanimous action sends the project back to staff for further review and next-step recommendations.
