Cushing selectmen approve personnel policy amendment, sign road funds certification and accept resignation

The Town of Cushing Selectmen met July 14, 2014, at the Cushing Community Center and carried a series of routine and administrative measures, including a personnel policy amendment, a road funds certification and committee business.
Selectman Daniel Staples moved and Selectman Laurie Haynes seconded approval of Warrant #29 and #30, a motion that passed 4-0-0. The board also voted 4-0-0 to accept the minutes of the June 23, 2014 meeting as written.
Town Clerk Lisa Young reported a request from Monika Magee to display a compost bin, scrap pail and rain barrel at the town office to promote composting; the board agreed to host the items but expressed concern about limited hallway space.
The board received a resignation letter from Harbor Committee member Richard Palm. Selectman Daniel Staples moved, seconded by Laurie Haynes, to accept Palm’s resignation; the motion carried 4-0-0.
Chairman Alton Grover asked whether to approve BC Electric, Inc.'s 2014 service contract to maintain the fire station generator for $269.95. Selectman Robert Worthing moved to approve the contract, seconded by Daniel Staples; the motion carried 4-0-0.
On a personnel matter, the board revisited Article #19, added for the Georges River Shellfish (clam) Warden. The amendment specifies that qualifying full‑time employees may elect to enroll in the Maine Municipal Employees Health Trust Income Protection Plan; participating employees are required to pay the full cost. Selectman Daniel Staples moved to accept the amendment, seconded by Laurie Haynes; the motion passed 4-0-0.
The board signed the annual Local Road Assistance Program certification, attesting that state funds will be used only for capital improvements to town roads. The town is estimated to receive $21,380 for the fiscal period beginning July 1, 2014 through December 31, 2014.
The selectmen scheduled a public hearing on proposed annual amendments to the General Assistance Ordinance Appendices A for Monday, July 28, 2014, to be held immediately before the regular Selectmen meeting. The minutes record no citizen comments during the meeting.
Selectman Robert Worthing moved to adjourn at 6:40 P.M., seconded by Daniel Staples; the motion carried 4-0-0. The minutes were recorded and signed by Town Clerk Lisa M. Young.
