The Starmont Community School District Board reviewed a KCL Engineering assessment of the district's facility needs and discussed financing options, including use of the Physical Plant and Equipment Levy (PPEL) and the possibility of a bond, at a Nov. 12 work session in the high school conference room.
President Tony Recker called the meeting to order at 6:30 p.m. and confirmed a quorum. Board members present were Vicki Althoff, Julie Uhlenkamp, Jacob Moellers and Jason Gearhart. Superintendent Robert Busch and Business Manager/Board Secretary Katie Taylor attended; consultants Mike Tucker (Martin Gardner Architecture) and Jerry Gallagher (The Donovan Group) were also present.
The board reviewed a KCL Engineering assessment of current facility needs. The session included an overview of funding options; the district examined the potential roles of PPEL revenue and a bond issue in funding capital improvements. The financing-capacity analysis referenced in the packet was provided by Matthew Gillaspie of Piper Sandler. The record does not specify bond sizing, estimated tax-rate changes, or dollar amounts.
Board members held an open discussion and Q&A about how different financing choices could affect the district budget and local tax rates. The transcript notes discussion of impacts but does not record a formal vote or motion to pursue a bond, nor does it record staff being directed to set a referendum date.
Procedural motions recorded during the session: Julie Uhlenkamp moved to approve the agenda as presented and Jacob Moellers seconded; the motion carried 5-0. At the close of the work session Jason Gearhart moved to adjourn, seconded by Vicki Althoff; that motion also carried 5-0 and the meeting adjourned at 8:20 p.m.
No formal decisions on bond measures or tax-rate changes were made during the work session. The meeting minutes were typed by Katie Taylor, Business Manager/Board Secretary, and bear the signature line of Board President Tony Recker.
