Stratford City Council adopts Fiscal Year 2026 budget, sets levy; schedules hearing on FY2025 amendment

Mayor Brian Ouverson called the special meeting to order at 7:00 p.m. at Stratford City Hall. Council members Carol Bergman, Terry Bryan and Clark Conklin were present; Council members Catherine Bergman and Chase Haman were absent. City Manager and Clerk Kim Leeds recorded proceedings.
Terry Bryan moved, and Carol Bergman seconded, to approve the tentative agenda; the motion carried on a roll call vote with the three members present voting aye. At 7:01 p.m. the council opened a public hearing on the proposed Fiscal Year 2026 budget. Kim Leeds reported that there were no written or oral comments submitted for the hearing, and the council closed the hearing at 7:03 p.m.
On a motion by Terry Bryan, seconded by Carol Bergman, the council approved Resolution 2025-15 adopting the Fiscal Year 2026 budget for the fiscal year beginning July 1, 2026, and ending June 30, 2026, and setting the city levies; the roll call vote was unanimous among members present (Bergman, Bryan, Conklin — ayes). The resolution was identified in the minutes as Resolution 2025-15.
The council then approved a Fiscal Year 2025 budget amendment and set a hearing on that amendment for the next regular meeting on May 12, 2025. That motion (moved by Carol Bergman, seconded by Terry Bryan) also passed unanimously among members present.
The meeting adjourned at 7:05 p.m. on a motion moved by Clark Conklin and seconded by Carol Bergman.
The meeting minutes list Kim Leeds as City Manager/Clerk and Brian Ouverson as Mayor. No public comments were received during the FY2026 hearing.
