Hanover planning commission recommends denial of Reitzner rezoning, asks for revised site plan with gas station on south parcel

The Hanover Planning Commission unanimously recommended denying a proposed Comprehensive Plan amendment and rezoning for the Reitzner property and asked the applicant to resubmit a revised site plan.
City Planner Cindy Nash outlined the application for the roughly 7.3-acre parcel with frontage on County Road 19, saying the developer sought to re-guide the property from Downtown Commercial to Commercial and to rezone it from B-1 (Downtown Commercial) to B-2 (Highway Commercial). The developer presented a project narrative that, as proposed, would place a gas station on the north side of County Road 19 and small businesses on the south side.
Two members of the public spoke during the hearing. Troy Brogden said he believed the development would benefit Hanover and voiced support for the application. Steven Young said he opposed the proposal as presented because of concerns about increased traffic and urged more beautification of the site.
Commission discussion focused on traffic, site design and appropriate uses for the two parcels. Commissioners suggested alternatives including swapping the proposed uses (placing the gas station on the south parcel and businesses on the north) and using a conditional use permit to allow a gas station on one parcel rather than rezoning the entire property.
After hearing comments, Chair Stan Kolasa closed the public hearing. Commissioner Cody Vojacek moved to recommend denial of the application as proposed and to request a resubmittal reflecting a gas station on the south property and businesses on the north; Commissioner Chad Olson seconded the motion, which passed unanimously.
The commission’s recommendation is advisory; the application record will reflect the commission’s request for a revised site plan and any future submissions or formal actions will be considered at subsequent hearings or by the City Council as required by Hanover’s review process.
