On March 23, 2026, the City of Hanover Planning Commission moved to recommend approval of a conditional use permit to allow construction of an additional detached accessory building at 1342 Jansen Ave SE.
Planning & Development Coordinator Sarah Mielke presented the application and told the commission that the proposal was consistent with feedback from the City Engineer and the City Planner. The commission’s recommendation was conditioned on five requirements in the draft resolution: a building permit and certificate of occupancy must be obtained; construction must substantially conform to the W Brown Land Surveying, Inc. survey dated Oct. 13, 2025 and the Grey Duck Co. Drafting & Design elevations dated March 2, 2026; the property must remain in substantial conformance with the City Zoning Ordinance and City Code; accessory buildings are limited to personal use and may not be used for home occupation or business purposes; and the building may not be used as a dwelling.
Planning Commission member Cody Vojacek moved to recommend approval; the motion was seconded by Chad Olson and carried unanimously. Chair Stan Kolasa had opened and closed the public hearing before the vote. The commission’s recommendation is advisory to the city’s permit process; applicants must obtain any required building permits and a certificate of occupancy before the accessory building may be used.
The commission’s action resolves only the conditional use permit recommendation and the listed conditions. Any subsequent permits, inspections or code-enforcement determinations will be handled through the City of Hanover’s permitting and inspection processes.
