TAC alerted to FY26 UPWP deadline and several federal grant opportunities, including RAISE and PROTECT

Committee members were reminded that FY26 UPWP project requests are due Jan. 17, 2025; staff highlighted RAISE Round 1 (deadline Jan. 30, 2025), the FHWA PROTECT program (roughly $1.4 billion FY22–FY26), the Reconnecting Communities Pilot NOFO ($607 million), and USDOT grant resources.
Marshall Distel, Senior Transportation Planner with CCRPC, reminded Transportation Advisory Committee members that applications and data requests for the FY26 Unified Planning Work Program are due Jan. 17, 2025 and that staff are available to meet to discuss potential projects, including continued road erosion inventories.
Members were briefed on federal funding opportunities that may be relevant to municipalities. Staff called attention to the FY2025 RAISE Grants program, noting Round 1 is open and the application deadline is Jan. 30, 2025; Round 2 will be determined by the incoming administration and its priorities. Staff also summarized the FHWA PROTECT program, which provides support for planning and resilience improvements and cited roughly $1.4 billion in contract authority across FY22–FY26. The meeting materials referenced USDOT resources including the Discretionary Grants Dashboard, DOT Navigator and the ROUTES program. CCRPC staff also noted the Reconnecting Communities Pilot NOFO for FY24–26 that makes approximately $607 million available.
Staff encouraged jurisdictions that may be eligible for RAISE or other discretionary grants to apply and to reach out to CCRPC for technical assistance. The committee was reminded that staff capacity may be available for certain activities, such as road erosion inventories, and to contact staff before the Jan. 17 UPWP deadline.
