TAC forwards draft FY2025–2028 TIP for public hearing, recommends board approval in November

Christine Forde, CCRPC senior transportation planner, briefed the Transportation Advisory Committee on the draft FY2025–2028 Transportation Improvement Program and explained the TIP’s purpose as the MPO‑level, fiscally constrained four‑year list of projects proposed to use federal transportation dollars in Chittenden County.
Forde walked members through how the project list is read, how annual spending can vary depending on large projects or congressional earmarks, and the interaction between the TIP and Vermont Project Selection and Project Prioritization (VPSP2) processes. Committee members asked why Exit 16 work in Colchester did not continue this year; staff said one bid was received for phase two and an award had not been made. Christine also noted the Amtrak Station project was added to the TIP after the packet was distributed.
Norm Baldwin moved that the TAC recommend the board warn a public hearing for November and approve the TIP in November; Bob Henneberger seconded and the motion passed unanimously. Staff said federal funds included in TIP projects must be obligated by year end and that TIP updates are cooperative processes involving VTrans and FHWA. The TAC will forward its recommendation to the CCRPC board and the board will consider the draft TIP and the public hearing schedule at its November meeting.
