CCRPC staff to map municipal UPWP projects to show where planning dollars land

Eliana Fox, Transportation Planner at the Chittenden County Regional Planning Commission, told the Transportation Advisory Committee on Jan. 7 that CCRPC has begun an internal project to map the location of municipal Unified Planning Work Program (UPWP) projects starting with fiscal year 2023. Fox said the effort aims to show how staff time and dollar allocations are distributed across Chittenden County and to support equity and transparency in planning.
Fox said the team used multiple data sources to identify precise project locations and intentionally excluded regional and statewide tasks from the maps because those tasks are not location-specific. The mapping products created so far include separate visualizations showing projects that are municipal-wide and where staff technical assistance occurred; the map displaying dollars per municipality does not include staff time.
Staff intend to expand the effort to include FY24 and FY25 projects, to produce a story map with more context and descriptive information, and to incorporate demographic data to better evaluate equity outcomes. Fox said the project started with FY23 because it was the most recent complete data set and allowed staff to develop a repeatable process before working backward to earlier years.
Committee members asked whether a small number of prior years might be mapped as well; Fox replied that once the mapping process is streamlined they could add earlier fiscal years. Members also asked about showing Transportation Demand Management (TDM) work; staff recommended that TDM activities would be better represented in a story map format rather than as fixed points on a static map.
Next steps include mapping FY24 projects, developing the planned story map to add narrative and demographic context, and continuing to refine data sources and methods. CCRPC staff encouraged members to contact staff for more detail or to request assistance with municipal project data.
