Newton told the committee the study needs specific wastewater and neighborhood‑planning skills that CCRPC’s current pre‑qualified consultant list does not uniformly provide. Norm Baldwin moved to approve Utile; Jon Rauscher seconded and the motion passed unanimously.
Committee members said selecting a consultant was a prerequisite to starting consultant‑led tasks. The CCRPC packet indicates the study will evaluate transportation within the New North End neighborhood alongside land‑use and infrastructure topics. No contract amount or schedule was specified during the meeting; procurement and contracting steps will follow the TAC’s approval.
With the TAC vote complete, staff may proceed to finalize contracting and begin consultant work pending any additional procurement steps required by CCRPC policy.
